Overview
Sources disagree on tier: animezeroo.wiki lists A (and labels the rarity Arcane), while Beebom placed it at B on Oct 7. A solid mid-band Arcane pick — the raid-exclusive chase starts with Shadow Monarch instead.
Anime Origin
Divine Emperor is inspired by Shanks (One Piece) — community-identified (single source). Origins are community-identified — the game uses original character names, and this site words origins strictly as "inspired by".
How to Get It
Arsenal Banner — ~350-pull pity (community-reported, anime-zero.online Oct 10).

In the Arsenal
Divine Emperor occupies one of two loadout slots. If it is your stronger pick, keep it in slot one and put a coverage weapon in slot two; swap mid-dungeon with T as cooldowns demand.
